Irregularities in Appointment of New Officiating Principal at DAV College, Chandigarh – Urgent Inquiry Demanded
Chandigarh, March 13, 2025: Serious procedural violations have been reported in the appointment of the new officiating principal at DAV College, Sector 10, Chandigarh. Dr. Jyotirmaya Khatri, who had been serving as the officiating principal, resigned from his position today due to undisclosed reasons. As per the Panjab University Calendar, the charge was transferred to the next seniormost faculty member, Ms. Mona Narang, Associate Professor, Mathematics Department.
However, RTI activist Dr. Rajinder K. Singla has raised strong objections to the manner in which the transition was handled. In his letter to the Secretary of Education (UT Chandigarh), the Director of Higher Education, the Vice-Chancellor of Panjab University, and the Dean of the College Development Council, Dr. Singla highlighted a blatant violation of university norms.
He pointed out that in private-aided colleges of UT Chandigarh, only the College Governing Body—constituted as per the Panjab University Calendar—has the authority to appoint, remove, or replace a principal or teacher. Shockingly, the resignation of Dr. Khatri was accepted and a new officiating principal was appointed by an unauthorized entity, bypassing the legally mandated Governing Body.
“This is not the first time such irregularities have occurred. Ever since the statutory powers of the DAV College Governing Body were unlawfully taken over by the non-statutory DAV College Managing Committee, New Delhi, multiple violations have been reported,” said Dr. Singla. He warned that if such arbitrary decisions continue, it will set a dangerous precedent for future governance issues in aided private colleges.
Dr. Singla has urged the Chandigarh Administration and Panjab University to take immediate action and investigate the matter. Supporting his claims, he has enclosed key documents, including Dr. Khatri’s resignation letter, the unauthorized acceptance letter, and photographs documenting the transition of charge.
“Will the authorities allow such lawlessness in private-aided institutions under their jurisdiction?” he questioned, demanding urgent intervention.
The academic community is closely watching how Panjab University and the Chandigarh Administration respond to this serious breach of protocol.

चंडीगढ़, 13 मार्च 2025: चंडीगढ़ के डीएवी कॉलेज, सेक्टर 10 में नए कार्यवाहक प्रिंसिपल की नियुक्ति में गंभीर अनियमितताएँ सामने आई हैं। आज, डॉ. ज्योतिमय खत्री ने अज्ञात कारणों से अपने पद से इस्तीफा दे दिया। पंजाब विश्वविद्यालय कैलेंडर के अनुसार, कार्यभार वरिष्ठतम फैकल्टी सदस्य, गणित विभाग की एसोसिएट प्रोफेसर मोना नारंग को सौंपा गया।
हालांकि, आरटीआई कार्यकर्ता डॉ. राजिंदर के. सिंगला ने इस प्रक्रिया में गंभीर अनियमितताओं की ओर ध्यान दिलाया है। उन्होंने शिक्षा सचिव (यूटी चंडीगढ़), उच्च शिक्षा निदेशक, पंजाब विश्वविद्यालय के कुलपति और कॉलेज डेवलपमेंट काउंसिल के डीन को पत्र लिखकर इस अवैध प्रक्रिया पर आपत्ति जताई।
डॉ. सिंगला ने बताया कि यूटी चंडीगढ़ के निजी-सहायता प्राप्त कॉलेजों में केवल कॉलेज गवर्निंग बॉडी, जो पंजाब विश्वविद्यालय कैलेंडर के तहत गठित होती है, को ही शिक्षकों या प्रिंसिपल की नियुक्ति, बर्खास्तगी या स्थानांतरण का अधिकार है। लेकिन चौंकाने वाली बात यह है कि डॉ. खत्री का इस्तीफा एक गैर-अधिकृत संस्था द्वारा स्वीकार कर लिया गया और नई कार्यवाहक प्रिंसिपल की नियुक्ति भी कर दी गई, जिससे कानूनी रूप से मान्य गवर्निंग बॉडी को पूरी तरह नजरअंदाज कर दिया गया।
“यह पहली बार नहीं है जब ऐसी अनियमितताएँ सामने आई हैं। जब से डीएवी कॉलेज गवर्निंग बॉडी की वैधानिक शक्तियाँ गैर-वैधानिक डीएवी कॉलेज प्रबंधन समिति, नई दिल्ली, ने अपने हाथ में ले ली हैं, तब से कई नियमों का उल्लंघन हो रहा है,” डॉ. सिंगला ने कहा। उन्होंने चेतावनी दी कि यदि इस तरह के मनमाने फैसले जारी रहे, तो यह भविष्य में और अधिक प्रशासनिक अराजकता को जन्म देगा।
डॉ. सिंगला ने चंडीगढ़ प्रशासन और पंजाब विश्वविद्यालय से इस मामले की तत्काल जांच और कार्रवाई की मांग की है। अपने दावे के समर्थन में, उन्होंने महत्वपूर्ण दस्तावेज संलग्न किए हैं, जिनमें डॉ. खत्री का इस्तीफा पत्र, अनधिकृत स्वीकृति पत्र, और कार्यभार हस्तांतरण से संबंधित तस्वीरें शामिल हैं।
“क्या अधिकारी अपने अधिकार क्षेत्र के अंतर्गत आने वाले निजी-सहायता प्राप्त संस्थानों में इस तरह की अव्यवस्था को बढ़ावा देंगे?” उन्होंने सवाल उठाते हुए तुरंत हस्तक्षेप की मांग की।
अब देखना यह होगा कि पंजाब विश्वविद्यालय और चंडीगढ़ प्रशासन इस गंभीर मुद्दे पर क्या कदम उठाते हैं।
